To build a management model, a rating assessment model must be previously built. We have constructed a regression model of rating evaluation which includes eight key indices that affect the rating level. On the basis of this model, a dynamic model of rating management for the Russian Federation entities has been formed. The model has been tested on the Tomsk Region rating.
